Implement tqTags in Outer Templates

(new or existing Website, with new templates)
After you perfom Split Into Outer and Inner Templates, use this procedure to replace relevant outer template HTML code with tqTags.

To implement tqTags in an outer template

In an appropriate editor, open the HTML version of the outer template.
Replace all HTML code above </head> with <tqtag type="settings"> </tqtag>. Do NOT delete Javascript.
After <body>, replace HTML code with tqTags, using the following resources:
Specify the inner template area by <tqtag type="innerContent"></tqtag>.
